Feature request: direct adjustment of generated number of markers

Problem
I tend to have issues with markers being completely removed from my maps despite the requirements for their generation being fulfilled. For example, I have a map I'm creating that simply refuses to generate inns for some reason or another

Solution
Allow an option for setting the "number" field in the marker generation settings to allow for more consistent generation to make sure that marker generation doesn't automatically fail when the number of markers in a group reaches zero.

Alternatives
I suggest randomly changing the "number" field within a set range, then using the number in the "multiplier" field to generate more markers of the specific type.

It tries to place markers, but there can be no good spot for it. I'm not sure if we can call it a failure. If you set 10 markers, but there are no good spots, what should it do?

That's a good question, actually. I was mostly thinking of markers like Inns, Battlefields, and Ruins, markers that are not strictly determined by the terrain and heightmap. My solution would be to try and get as close to the requested number as possible, and stopping the generation when there aren't any more good spots left.

But my main issue is that the map I'm creating has almost a thousand burgs, many of them having over 10k population, and not a single Inn marker was generated on the entire map.
