Housing points should be automatic #311
Description
Housing Points are automatically acquired at the conclusion of the membership evaluation (see ComputerScienceHouse/constitution#174 for the history of this change). At the moment this is a manual process. It'd be much more convenient if conditional went and applied these changes when a member's spring evaluation was marked as passed.
