Upgrade to Python3 #1
Description
Alpine 3.11 provides python3 and pip3, however, the aws-cfn-bootstrap scripts do not support Python 3 still 🙁
See aws-cloudformation/cloudformation-coverage-roadmap#151
Once that is addressed, we can upgrade.
