Replace EU/US servers

Issue:
Heres the proposed dnscrypt-proxy.toml file ?
i want to exclude all EU/US servers and use asian/chinese servers as closer to me and most responsive.
What changes should i make in the toml, public-resolvers.md or relays.md file
i have commented out all the EU/US servers in above *.md files but still they keep on popping up on inquiry.

Reproducibility:
It pops up every time on reboot

Amendments:
All EU/US servers were commented out in resolver and relay.md files but still these servers keep on popping up.

What is the solution?

In the global settings section at the beginning of the dnscrypt-proxy.toml file either set server_names = […] to the servers you want to use or disabled_server_names = […] to the servers you don't want to use.
