Max seats stays out of sync after plan upgrades

Describe the bug

The max seats metadata in the organisation is stale after upgrading seats.

The correct information is the one found in Organisation Billing, which is displayed from the subscription information cache — seemingly not synchronised to the organisation metadata, from which our UI consumes.

Steps To Reproduce

1. Upgrade max seats
2. Check the discrepancy between the Organisation Billing and the Users and Permissions pages — screenshots below.

Expected behavior

The User and Permissions note should match the max seats I have purchased.
