[CI] Missing torch-tensorrt during CI testing #21412

Related to pytorch/TensorRT#3967
— it looks like torch-tensorrt wheels prior to version 2.6 are no longer available.
As a temporary workaround, we could update test.txt to only install torch-tensorrt when python-version >= 3.13, while in parallel exploring a more appropriate long-term solution.
