[CLI] Finalize ACP Registry Integration

We would like to finalize our integration with the ACP Registry. This is so that OpenHands can be discoverable in tools that call the registry, like Zed and IntelliJ.

We have a PR open to add OpenHands to the registry: agentclientprotocol/registry#83

The CI is failing from a bug that seems to originate from their side. This is due to the fact that we are probably the only folks that release raw binary executables as opposed to packaging them in .tar.gz or .zip.

The quicker solution would be for us to simply package our binaries in an expected format for releases going forward, and re-run the CI on their side with the new releases.

@malhotra5 Thanks. Have we confirmed that assumption around packaging? Maybe once we confirm, we can pickup the work to re-package into .tar.gz or .zip?

I took a look at this @jpelletier1 an I agree with @malhotra5 that this appears to be a bug in their test. Looking at the CONTRIBUTING doc, the PR looks valid. The docs allow raw binaries, and our distribution.binary structure matches the documented format. The failure in the test looks like it comes from an implementation mismatch in how the validator handles raw binaries, or from an undocumented assumption that the downloaded binary will exist at the exact cmd path ./openhands

I don't know the difficulty on repacking our binaries to try and pass the tests there but I can try asking on the PR to see if they can fix it or if there is something else going on.

Cool thanks for taking a look, and thanks Rohit for the initial analysis here! I wonder if we should try to reach out to the maintainers before attempting to repackage?

I've already reached out but haven't heard back. I can follow up again. Alternatives include

1. repackaging our binaries
2. or contributing fixes to their CI upstream
