[Report] Cross-Team Dependencies - "Where are teams waiting on each other?" #2

Summary
New VISTA report that maps dependency relationships across Percona product teams, showing where one team's work is blocked by or dependent on another team's deliverables.
User Stories
- As a PM, I want to see "Where are teams waiting on each other?" to identify coordination risks.
- As the Operators team lead, I want to know if MySQL has shipped the Binlog Server milestone I need for PITR.
- As a docs writer, I want to see which features are approaching release so I can plan documentation.
Data Source
Jira issue links (blocks/is blocked by, depends on, relates to) and labels. Already available via Claude MCP connection.
Report Contents
- Dependency graph/matrix showing cross-team relationships
- Blocked items with team attribution (e.g., "Operators blocked on PS-10479 owned by MySQL")
- Timeline view of dependent milestones
- Status of dependency items (resolved vs. open)
Acceptance Criteria
- User can ask "Where are teams waiting on each other?" and get a visual report
- Report uses Jira issue links to map dependencies
- Cross-team blockers are clearly highlighted
- Shows which team owns the blocking item
