test(scan): split create-scan-from-github coverage tests into sibling file
The previous commit pushed create-scan-from-github-direct.test.mts past
the 1000-line hard cap. Move the coverage-targeted additions into a new
sibling file create-scan-from-github-coverage.test.mts so both files
