OI_Chain_builder does not fetch underlying value: Fix suggestion

Hi ,

i Had issue in fetching under laying value inside OI Chail builder function. i fixed by replacing line: 208 as below:

underlyingValue = payload['data'][0].get('CE', {}).get('underlyingValue', 0)
