Replace activemq-cf with an OSGI-dependency free alternative

The activemq-cf module can be replaced with a xml-based OSGi component definition and an osgi-dependency free implementation.

Benefits:

1. Don't need this one-off module
2. Prepare for activemq-client to be its own OSGi-deployable module without add'l ActiveMQ artifacts.
