Use TableProperties in TableMetadata

I've submitted a PR to address this issue: #2002
The implementation adds a table_properties() method to TableMetadata that returns Result, providing type-safe access without manual TryFrom conversions at call sites.
I also updated the existing usages in transaction/mod.rs and datafusion/write.rs to use the new method.
