fix(migrate): count users a continue only attached to apart from imports - #609
A continue that finished attaching identifiers to a user an earlier attempt had created counted that user as imported again. It opened with "2 users already imported are left alone", then reported Imported: 2 (result.created: 2) when it had created one new user and only attached to the other.
Changes
An attach-only user no longer counts toward successful. A new attached count goes in the summary as Finished attaching: N and in --json as result.attached. It counts a user only once every pending identifier has attached: none refused, none still pending.
An attach that fails again on the continue counts as neither, and the summary's existing "Identifiers left to attach" names it. A re-attach Clerk refuses counts as neither too. On main, a refused attach shows only in the user's line, and fix(migrate): address findings from the pre-release smoke test #604 adds the summary warning for it.
The continue's opening line counts these users apart: "1 user already imported gets the identifiers left to attach". The "left alone" part covers only the rest.
The progress bar still counts them as done, and as OK once their attaches land.
Adopted users, whose create was cut off but landed, still count as imported: this attempt writes their created line, so they aren't counted twice. run.json counts and runs <id> are unchanged, since they're built from the user lines.
Testing
New run.test.ts cases: a continue that creates one user and attaches to another (human and --json), and a continue whose re-attach fails again. The import-users.test.ts progress case now expects attached: 1 with successful: 0.
bun test src/ --parallel in packages/cli-core: 6601 pass. Typecheck, oxfmt, and oxlint are clean.
Continued migration runs now count previously created users whose pending identifier attachments are complete as attached, not as newly imported. Progress excludes users whose identifiers remain pending or were refused. Text and JSON output report completed attachments separately from newly created users.
clerk/cli#594: Removes the experimental migration requirement, which the changeset says still applies.

A continue that finished attaching identifiers to a user an earlier
attempt created counted that user as imported again: "2 users already
imported are left alone", then "Imported: 2" for one new user. Once
nothing is left pending, those users now count under "Finished
attaching" (`result.attached` in --json), and the continue's opening
line says they get the identifiers left to attach rather than calling
them left alone. An attach that fails again counts as neither, and the
summary's "Identifiers left to attach" names it.

A continue whose re-attach Clerk refused left nothing pending, so the
user still counted under "Finished attaching". Only a user whose
identifiers all attached counts there now.

…taching"
A continue that attaches what was left counts the user as finished,
whatever the earlier attempt's notes say: they hold its 429 retries,
a phone dropped on the create, and refusals it already reported. The
test pins it, and the docs now say "every identifier left to attach".

Keeps the two green counts together, and clears the formatSummary
conflict with #606, which adds "Not confirmed" after "Failed".

Every attach-only test had one pending identifier. This one has two: the
email attaches and the phone gets no answer, so the user is counted
neither as attached nor as ok on the progress bar.

Use a label that does not overstate completion.
When a continue has an attach-only user, this labels every successful new import as “finished”. processUser increments successful even when an identifier remains pending, so the progress count can imply that those identifiers attached. Use a label that describes both created users and completed attachments. (raw.githubusercontent.com)

Qualify the non-terminal progress claim.
When stdout is not a terminal, the CLI defaults to agent mode. withProgress suppresses progress in that mode. Qualify this statement for human mode so scripts do not expect progress logs by default. (raw.githubusercontent.com)

[Nit] Without a terminal, this prints nothing by default: no TTY on stdout means agent mode, and withProgress skips progress there. The 10% lines only show in human mode with stderr redirected. This predates the PR, but it's in the paragraph you edited, and CodeRabbit flagged it too.
Maybe this?

[Nit] "Once every pending identifier has attached" now also covers the opening line and the bar, and neither waits for attaches. Split the sentence?

CodeRabbit's "finished" finding on run.ts:1591: I'd leave this. It only affects a new user with an identifier still pending in a mixed continue, and the summary below the bar lists those under "Identifiers left to attach".
