Nested for loop in table rows not merging on column vertically how I'd like.

This is my desired output (Event column vertically merged):

I'm not sure why my current template is not merging my event number vertically. I think I may need an additional for loop but I'm not sure how it should be written. Any help would be greatly appreciated :)
