very hard working with github copilot #1397
Description
In most cases, after I type /speckit.specify, GitHub Copilot immediately starts writing code, completely disregarding the standard spec kit approach of first defining the target documentation, then going through /speckit.plan, /speckit.task, and finally typing /speckit.implement before starting to write code.
