Fix a spelling error in two public API docstrings

src/debugpy/public_api.py has the phrase "does't wait for a client to connect" in the docstrings of both listen() and connect(). The correct spelling is "doesn't".

This is a docstring-only change — no code behavior is modified. The two occurrences are at the same wording in adjacent functions, so both are fixed together for consistency.

The docstrings for listen() and connect() both said "does't wait for a
client to connect". Fixed the spelling in both places; no code change.
