GitHub Pull Request extension ends in wired loading state #7727

Testing #7711
Follow steps until Sign in to GitHub Copilot in VS Code, but make sure you're signed out of GitHub Pull Requests
To do so I did the following
- signed out of Github for all exensions
- triggered the sign in flow from the chat extension, follows the steps in the browser
- when coming back to VS Code I pressed cancel on the dialog that ask to sign in to read workspace data
