`githubPullRequests.ignoreSubmodules` settings description should mention that a reload is required for the setting to apply

It would be helpful if the settings description would mention that a restart/reload is required for the setting to apply. We already do this with vscode settings like window.titleBarStyle for example we mention "Changes require a full restart to apply."
