`Edit with Copilot` does not have enough information to perform it's task

Testing #7715

This is the result of one of my queries.

• It renders 4 different results. This is a bit frustrating as a user of this feature. I only want to see one query, the one it thinks I should be using.
• It suggests is:issue queries even though the entry point for this feature was the pull requests view

Edit with Copilot should provide some hidden instructions to the chat or a virtual prompt file regarding how it should perform its task and what the ideal output should be
