Ability to change Package Identifier easily

Description of the new feature / enhancement

A feature to change the "package Id" easily keeping all previous versions and each version's PRs for reference.
A change in the name of the folder (company or software). eg. Google.Chrome
This would also require winget to link the old names to the new ones for users.

In short, ability to change the company name or software name in the Package Identifier.

This would logically require multiple PRs over at winget-pkgs today. Ideally, this would be possible with a single PR. Unfortunately, that scenario isn't supported yet at winget-pkgs. The blast radius for this type of a change is also fairly large if folks are using or expecting an earlier "." to keep working with the new "<.package>".

There is some work we're looking at for "tombstoning" where we can retain the metadata from earlier versions of packages even if the installer gets removed. This is especially useful for when we start pulling in CVE metadata to inform users if a version of a package installed on their system has a CVE, but "we" or the publisher don't want the user to be able to install it due to a known security risk.

I'm going to go ahead and keep this issue open because, I can certainly see a future where this makes sense.
