[willow] Legacy Libraries DEPR: Update legacy libraries listing

The legacy libraries listing should still work in Willow, and it should still allow migration. But, clicking on the legacy library names should NOT bring you to the legacy viewing/editing page, because that's been removed.

Questions

• Should the legacy libraries names link to anywhere?
• We probably want legacy OLX export to continue working. How will they users get there? Should we surface that on this page?
• Should the warnings be updated?

I think adding an export button is a good idea, and the names should not link to anywhere.
