Feature Request, add way to change set ID.

It would be nice to update a set id of a set in a course that doesn't involve copying the set to a new ID, since that is limited as it can't deal with sets that currently have any student work, and is unclear to instructors that the way to change a set ID is to make a copy and delete the old set.

It would be most versatile to add this to one of the options in the "Set Manager". Another option is a chanage_set_id script (inspired by the change_user_id script), but this will be limited to admin users.

An alternative would be to add a set_name field to the _set table. Require it to be unique. Behind the scenes, keep the original ID, but use the set_name for all display purposes. An empty set_name defaults to set_id.

Now add a tool for instructors to simply update a set's set_name.

And an optional complication would be to have checks in place such that one set's set_name cannot be the same as some other set's set_id, once underscore-to-space is accounted for.
