release a new version of the progenitor and progenitor-client crate with reqwest updated to 0.13.1

Other dependencies in our workspace can move forward because they have newer versions which use reqwest 0.13.1. The main branch of the github repo has been updated to use that. Can a new version please be released on crates.io so that we can pull that ?
