This was brought up in https://discuss.python.org/t/annotating-internal-code-with-constexpr-consteval-and-constinit/105450 already and there wasn't any support. I don't think it'll be supported by the C API WG either and I don't see the benefit of doing it. We define C functions, not C++ ones.
