Compile error with purescript 0.13

After updating the relevant dependencies to work with purescript 0.13...

printTarget is indented under a where clause of prettyPrintInline. My guess is that purescript 0.12 scopes it to the function but 0.13 scopes it to the case clause. Outdenting the where clause or making printTarget a top-level definition fixes the error.

@safareli that's not changed, there's still plenty of code out there using unindented values after the where. The scoping rules have changed a little though, as you noted @jedahu, as part of the parser rewrite that happened for 0.13.

Can you explain (or link to explanation if it exists) of what is changed with scoping rules?
this for example https://github.com/purescript-spec/purescript-spec/pull/91/files#diff-48e34dedc28670093bbede1f8e910df6L59-R59 was needed for ps-spec to work on 0.13, and i'm a bit confused 🤔

It's mentioned in the 0.13 release notes: https://github.com/purescript/purescript/releases/tag/v0.13.0

Listed as an enhancement rather than a breaking change, which perhaps isn't right though. The change is just that where can be per-case now, afaik, like it is in Haskell.
