[after July 28, 2026] Plan implementation work for `2026-07-28` version

Some work I see already:

• removal of initialization handshake, get's much simpler now with _meta on every request and new server/discovery message
• stateless communication, we can still support Mcp-Session-Id but should keep in mind it's deprecation
• deprecation of roots, sampling and logging, keep the implementation, mark as depractated

Review the final specification that will be published on July 28, 2026.
