This is a PR to
devwhich runs:on the entire code base. It's just a rerun of @gaffney2010's #1325 (which can be closed), specifically I cherry picked 3 of TJ's commits:
The commit that actually runs black is c50a6e3 (I don't suggest it's worth looking through that).
(@gaffney2010's PR at #1325 was done before the big #1288 so it's just easier to redo it.)
