Adds a RescaleIntensitySlicewise plugin (allows for percentile-based rescaling, finally! CellProfiler/CellProfiler#4891 ), as well as a plugin that just removes the top and bottom z planes from binary masks because they're just too cumbersome to get clean (and we probably don't want those cells anyway)
