Adds repository agent guidance and baseline text-file encoding rules matching the TaskManagement guidance.\n\nFollow-up work after this PR: review public/protected APIs for missing XML documentation, especially public enums and enum values, and enable/document XML output where required.\n\nPreferred merge mode: rebase. Remote branch cleanup after merge is enabled at repository level when permitted.
DMS ecosystem update (2026-10-06)
This existing documentation PR now also adapts the applicable DMS working rules and documents the ecosystem in README.md and AGENTS.md.

Validated the documentation-only diff, UTF-8 BOM/CRLF, five-repository link map, and whitespace. No runtime/API/package/workflow changes or remote tests. The new documentation commit uses [skip ci]; skipped checks are not runtime verification. Existing review/merge state is preserved. No merge, release, issue closure, or cleanup performed.
