Dependabot currently groups major upgrades with routine updates and excludes every k8s.io/* module. Limit the existing weekly groups to minor and patch updates so majors receive individual PRs, and restrict the Kubernetes ignores to api, apimachinery, and client-go, whose minimum versions are deliberate compatibility floors. Other Kubernetes utilities become eligible for updates.

Validation: parsed .github/dependabot.yml with yq; git diff --check passed. Configuration only; no dependency versions changed.
