[DOCS-12811] Correctly remove metrics table until agent release

What does this PR do?

Followup to #22039: I thought making this change was sufficient to remove the metrics table from the docs, but it turns out if the metadata.csv file exists at all, the build system will try to pull it into the docs.

When the Agent v7.74 is released, we should revert both #22039 and this PR to add these docs back.
