Hi! I'd like to work on this issue. Is anyone working on it, and is it still wanted?
My idea, after reading the current code in EssentialsChat: add cooldowns for chat-shout and chat-question, checked before the message is sent and applied only once the message is sent (and charged) successfully.
Before writing code, I'd like to agree on the design:
- Should this reuse the existing command-cooldowns section with the chat-shout / chat-question keys, as the issue suggests, or use new config keys? If reused, a wildcard entry like '*' would also start affecting chat, so I would exclude those.
- What permission name would you prefer for bypassing the cooldown?

I suggest to add capability to set "chat-shout" and "chat-question" to command cooldown like in command costs already added, with a permission to bypass the cooldown.
