Rename package ScaleInvariantAnalysis → MatrixCovers#31

Covers are the package's central abstraction, and the new name says so.
The UUID is unchanged, so this is a pure rename, not a new package.
- name in Project.toml → MatrixCovers; main module and source file renamed.
- Extension modules adopt the PackageNameDepExt convention:
MatrixCovers{JuMP,Ipopt,SparseArrays,SparseArraysUnitful,Unitful}Ext.
- Badge, CI, and documentation URLs point at HolyLab/MatrixCovers.jl.
