It was observed that if a change did not involve writing new tests, that agents would not execute or modify existing tests that were impacted by the change. Agent analysis indicated that the existing rules were not clear that before/after ANY change, relevant existing tests should be updated and executed. This edits to AGENTS.md have been found to improve the behaviour in this respect considerably.
