Document SSL CA bundle configuration

Summary

• expand the Python README SSL note into a short CA bundle subsection
• document default disabled verification, ONTAP_VERIFY_SSL=true, and REQUESTS_CA_BUNDLE
• link to the troubleshooting guide SSL / TLS errors section
