GKE clusters can enable reserved static Cloud NAT IPs by setting the staticIpsEnabled field on the NAT Gateway feature configuration. Default is false, so existing clusters keep auto-allocated IPs. Documents when to enable it, how to find the reserved IPs in the GCP console once enabled, GCP cost, quota requirements, the MANUAL_ONLY connection capacity caveat, and the one-time NAT IP swap that happens on existing clusters when enabled. Also fixes two broken anchor links in the FAQ that pointed to a non-existent /configuration/clusters#static-ip page.
