This PR adds a GitHub Actions workflow to automatically assign pull requests to a specific user when PRs are opened, reopened, synchronized, or marked as ready for review.
- Adds automated PR assignment functionality using the
kentaro-m/auto-assign-actionaction - Configures the workflow to trigger on key PR events
- Sets up assignment to user "ckenst" for all qualifying PRs
