Mat Paginator Tooltip not show for Last button

Description

In the Mat Paginator, we have enabled the first and last buttons. However, when the Last button is active, the "Last page" tooltip is not displayed on hover. This tooltip was working correctly in the previous version.

Steps to Reproduce:

1. Update to Angular Material 22.
2. Enable showFirstLastButtons.
3. Check the tooltip for the Last Page button.

Expected Behavior

The "Last page" tooltip should be displayed when hovering over the Last Page button.

Actual Behavior

The "Last page" tooltip is not displayed when hovering over the Last Page button.
