What does this PR do?
Adds the experimental browser pane controls, settings, responsive panel layout, permission behavior, renderer platform bridge, and local navigation UI. Existing V1/V2 server detection keeps browser controls unavailable on V1 servers. No browser transport or semantic command infrastructure lives in App.
How did you verify your code works?
App typecheck and 18 focused compatibility/browser/settings/layout tests pass.
