Enhance RowGroupMetricsEvaluator::not_in() to skip row groups when min == max and that value is in the exclusion set. Previously always returned MIGHT_MATCH, causing no filtering for NOT IN predicates.
Adds tests for edge cases (nulls-only, NaN bounds, different min/max).
