[SYSTEMDS-3169] Make a tutorial
This patch adds a tutorial for SystemDS Python API. In the tutorial different kinds (Cosine Similarity, ALS, Linear regression) of movie recommender systems are created by using different functionalities of the Python API for SystemDS. The whole tutorial python code is being added, as well as the .rst file for the tutorial in the Docs. Furthermore, the tutorial is being integrated in the toctree (Table of Contents Tree).
