copy logo logic from CF.gov live site

This just steals the logo logic from cf.gov

Testing this and going to compare with the SVG version.

We can compare the two implementations as a part of digging into this, but I have not confirmed that the cf.gov logos are the most up-to-date. The logo that is in the DSR was added 3 years ago whereas the cf.gov logos were added anywhere between 5 and 7 or 9 years ago. So, let's hold off on merging any changes until I have a chance to access.

I am not looking to match cf.gov I am looking to make sure we are using the most recent logo. Years ago we updated the color and size of the "Consumer Financial Protection Bureau" text so that is what I will be looking for.

What differences do you see between the DSR and cf.gov logos?

Dsr logo is only 1 size and like half resolution compared to production. Prod looks double and squished down to 237x50 so that may explain why it appears sharper

By "prod" do you mean cf.gov? I can create the logo files in the size and file format that you recommend to get the best result.
