This PR adds the B Meters vendor (LoRa Alliance vendor ID 528) and the HYDRODIGIT-S1 single-jet water meter with integrated LoRaWAN module.
Profile: EU868, LoRaWAN 1.0.3, Class A, OTAA, according to the user manual.
Codec (uplink on fPort 1):
0x45– current values: volume, reverse flow, alarms, diameter, medium and optional temperature.0x50– datalogger frame (Hydrodigit Combo004): volume with date/time, the last hourly log value with date/time and 14 hourly volume deltas, alarms and optional temperature. The codec returns the history aslogwith 15 entries (the last log value plus 14 previous hours). The payload format was confirmed by B Meters technical support, and the codec has been used with real devices.
Note on time: the device sends date/time as seconds since 2000-01-01. The codec interprets this value in the local time zone of the environment where the codec runs. It was verified against real devices in the Czech Republic (CET/CEST).
