The chapter page was erring when there are no organisers for it.
Certain parts of the page don’t look good or are unnecessary without organisers, so let’s hide them.

There has been a surge of this error on Rollbar:
Looking into it, it seems to be caused by a new chapter (Newcastle) that at the moment has no organisers. This pull request fixes that.
