Adds staff fulfillment controls and customer tracking pages on top of the order workflow in #40. Administrators can prepare an order, dispatch partial quantities, edit tracking, mark shipments delivered, complete the order, cancel unshipped orders, and retry failed shipment emails.
The panel uses React Hook Form validation, shows activity and notification status, and blocks actions while other order edits are unsaved. Customer and guest order pages display independent payment/delivery states and shipment tracking. Dashboard counts, filters, recent orders, and sales reporting read the new states; cancelling a paid order does not erase its received revenue.
Validation: the combined security-plus-feature branch passes 43 unit tests, 25 integration tests, historical migration/backfill and rollback/reapply, and the complete production-build browser suite. The expanded fulfillment flow and the new cancellation case also pass separately. Browser checks exercise partial shipping, tracking edits, delivery/completion, customer visibility, unauthorized requests, persisted dark theme, failed-email retry, and cancellation with one stock restoration. Light/dark/mobile screenshots were inspected. Typecheck and lint passed with the existing 110 lint warnings.
Stacked on #40, which is stacked on security PR #42. The unchanged production audit gate still fails for one unpatched, low-severity deepmerge advisory. No finding has been suppressed and no PR has been merged.
