Tracking against the Cozystack incubation application: cncf/toc#1916

BLOCKING — "All subprojects, if any, are listed" (Required)

The incubation application's subproject list and GOVERNANCE.md's governed
repositories do not align. Please review both sources and align them according to the latest status.

Non-blocking — subproject leadership, maturity status, add/remove process (Suggested, and tracked for graduation)

• No maturity status is published for subprojects outside the "Packaged sub-projects" table.
• No add/remove process is documented for how a repository enters or exits a GOVERNANCE.md sub-project category.
• Not every subproject has its own MAINTAINERS.md, though the application states sub-project leads are listed there. It is okay for sub-projects to follow main project's governance, just make sure it is indicated in the root GOVERNANCE.md

The application's subproject list (cncf/toc#1916) and GOVERNANCE.md now align. Both enumerate the same governed sub-projects:

Packaged sub-projects (built or vendored into the release): etcd-operator, cozy-proxy, keycloak-kms-proxy, local-ccm, cozystack-scheduler, ingress-nginx-with-protobuf-exporter.

Independent tooling (governed, installed separately, not part of the release): talm, cozyhr, cozyvalues-gen, terraform-provider-cozystack, ansible-cozystack, boot-to-talos, talos-bootstrap, talos-meta-tool, blockstor.

GOVERNANCE.md additionally categorises the non-shipped repositories for completeness — project infrastructure (website, community, external-apps-example, ccp, .github, .project), the one compiled-in fork (apimachinery, pinned to an upstream release and tracked to kubernetes/kubernetes#135537), the four private repositories (none of which ships in the distribution), and the telemetry server — and documents the add/remove process. The application references GOVERNANCE.md → Sub-projects for this categorisation, so the two sources match. Please take a look and confirm we can close this.
