sccache released [v0.18](https://github.com/mozilla/sccache/releases/tag/v0.18.0) three weeks ago, which bumps MSRV to 1.91. This means the optimal Dockerfile failed to build as it tries to install the latest version: ``` > [build 2/8] RUN cargo install cargo-chef sccache --locked: #0 0.099 Updating crates.io index #0 0.126 Downloading crates ... #0 0.148 Downloaded cargo-chef v0.1.78 #0 0.182 Updating crates.io index #0 0.210 error: cannot install package `sccache 0.18.0`, it requires rustc 1.91.0 or newer, while the currently active rustc version is 1.90.0 #0 0.210 `sccache 0.17.0` supports rustc 1.85.0 ``` This bumps the Rust version to latest (1.99), fixing this error.
