Feature/unit test msg delayed consum

Defer branch transactions called before the effective time by returning HTTP 425.

• Test Server: Added HTTP implementation (gRPC: 5005, HTTP: 5006). TODO: Project name is now inaccurate.
• Unit Tests: Added gRPC and HTTP tests covering the "10-second delay" scenario.
