docs: migrate time_slave detailed design from docs/features

Description

Migrates time_slave DD from docs/features to time_slave component to match S-CORE folder layout.

shm_ptp_engine moved to time_daemon (where it belongs) in #171
ipc_channel moved to ts_client (where it belongs) in #178
