Refs #10022
Removes the topics/writable-nested-serializers docs page and uses the mkdocs-redirects package to add a redirect from that page to api-guide/serializer-relations. Unfortunately it does not directly link to the specific section of that page on writable nested serializers as it seems the package does not support that unless it is a full web URL.
